How did new Rotterdam water tower get so cheap?

    Re July 23 article, “Price right for new water tank”: Based on information from the town supervisor’s officer, Rotterdam residents are asking: “What is the real price of the new water tank of the Rotterdam Junction water district?”
    In May 2006, the town board hired Lamont Engineering for the water tank project and received an estimate of the cost to be $1.575 million. The board waited nearly a year and a half before hiring Barton & Loguidice in September 2007 to produce a second estimate. It was for $2.16 million — higher than the 2006 estimate due to increased materials costs. Then the town waited another year and a half to approve construction of the tank, at a cost of $2 million, which included funds for potential cost overruns but not to pay for the 2006 and 2007 estimates.
    Amazingly, the lowest bidder came in $500,000 less than the 2007 estimate — this despite the fact that material costs for the project have steadily increased.
Are we to believe that the town received a 25 percent coupon on the price of steel and concrete? Or is the discrepancy the result of the 2006 and 2007 consulting fees being shifted away from taxpayers who reside in the water district and instead paid for by other taxpayers?

Bob could check and find out that steel is near an all-time low, there is a recession and that means private sector businesses are competing hard to win such bids (that is called sharpening the pencil) and that instead of trying to make a conspiracy theory out of each and every thing that happens (El Nino was Bush's fault too) he should find other things to get indignant about. Having the thing come in low isn't some big coup for the GOP, it is to be perhaps expected in the current business climate. Bob wants to rain on any GOP parade, even if the parade is in his mind. I am still struggling to read that letter and figure out where he is really going with this email. I guess if they did something illegal in getting estimates and bids, then he should hit the speed dial he has programmed on his phone for the FBI (again.)

His remarks about steadily increasing costs of materials show he is not paying attention to the spot prices on steel worldwide. Fall of 2007 prices were extremely high due to market pressure, which unlike anything we ever see in government (they operate in a vacuum) is something private sector experienced folks learn about early.

People actually depend on the town government to provide water in a suburban setting. I know you want no new taxes, but maybe one should look to trimming frivolities like movie night, 70,000 post offices, public relations coordinators, special events directors and summer youth camp (where the charities all have one going anyway) the Gillette House etc...instead of trying to stop the delivery of clean water to households, something that government has in it's true purview.

Authorize the Supervisor to submit and sign a Grant Application to the New York
State Office of Parks, Recreation and Historic Preservation (OPRHP) under the 2009
Environmental Protection Fund Parks Development Program for a park project to be
