This post is a lie.   There is absolutely NO plan to use dog licensing fees to fund a dog park.  
The state is getting out of the dog licensing business but is still requiring
every dog in the state to be licensed.   Each municpality will then be responsible for maintaining
all dog license records, sending out renewal notices, ordering the "dog tags", maintaining a dog
control officer, and sending a portion of the fees to the "spay/neuter" program.

The dog park is a completely separate issue that is being considered by the Parks and Recreation
Commission .. and has absolutely NOTHING to do with dog license fees.   period - end of story.

Currently  - the price of a dog license varies  whether the owner is a senior citizen or not; whether the
animal is neutered   -    about 55% of the total fees  (all dog owners) stays in the town, 40% goes to
the state, and 5% goes to the spay/neuter program.
The state currently mails out renewal notices and maintains the computer database of all licensed dogs  -
those two costs will be shifted down to the town starting January 1, 2011.  
My calculation based on the research I have been doing is that it will cost the town about $12 per licensed
dog  (based on the current number of licensed dogs in the town)  to  maintain the dog licensing/control
program in the town.     So basically - those $$ we would have been sending to the state will just barely
cover the full cost of the program (of which the town will be fully responsible).  
Bottomline - there will be no surplus income from dog license fees to spend on a dog park


Now - as far as the dog park -- IF the Parks Commission sends a recommendation to the Town Board
to go forward with installing a dog park -- we would do so only if we could find donor/donors willing to
donate the start up costs  AND would probably require a permit to use the dog park - the moneys from the
permits would offset maintenance costs.

Oh? And how do you propose enforcement of the "stickers/permits" ?  Who cleans up? Who patrols, opens up in the morning, shuts down at night?

rather have you do that rather than be in the town clerks office anyway!  You
are much more qualified for the dog park.

Existing DPW staff would open and close the gates -- although it may very well be that those dog owners
who paid the permit fee to use the facility may get a special key for the padlock.
The dog park would have a separate entrance from the rest of the park in which it may be located.
Dog owners who use the facility would be required to pick up "deposits" and a receptacle would be
available to place those "deposits".

And who would pick up the slack when someone doesn't pick up their dog's "deposits?"  And what happens when one of those who have paid the fee uses their key to unlock the special gate, then they absent-mindedly leave it unlocked and something happens?  If there's hours, then those hours need to go for all, not just those who didn't pay the special fee.  Or are some animal owners "more equal than others," to take a quote from Animal Farm?
