The way I see it, the only "rotten apples" are the ones that already admitted breaking the law, losing their license and suddenly taking an extend "vacation". Seems there's more to this story than meets the eye.

MT is such a buffoon ... first he/she applauds the Assessor's office for noticing that the person for whom the document was to be notarized was not living ... but he/she says that the Assessor's office just said "have it notarized" or didn't say anything at all. Your story keeps changing.
BTW -- IF the Assessor's Office knew that the person was not living -- as MT stated when he/she applauded them ... and then, knowing the person was not living, sent them anywhere to have it notarized ... they are at least guilty of NOT doing there job properly. If they knew the person was dead, they should have said .. this person does not qualify for an exemption because the person is dead.
