JoeB - I think the gist of BT's & Sender's posts are based on the belief that Rotterdam's taxes are so high, that over half the budget goes to the police dep't., that there should be monies available for this type of thing every year all around the Town.  I don't think there is any criticism for the investment, work and time private citizens put forth.  It is a rhetorical question as to why the Town doesn't embrace this with the 20 some million dollar budget they develop.  Why doesn't some of the $50/yr. leaf pickup fee go towards this rather than raises.  People question where there tax money goes, and why none of it goes for aesthetics.  Not reading any posts criticizing private citizens efforts, more like citicizing the Town's efforts.
