From the looks of it (but not 100% certain), it looks like despite homeowners in the city paying for an assessor's office to whose job is required to keep assessments accurate, the way over-assessed city homeowners will not be reassessed down to what their real value is.

It's terrible when taxpayers have to pay extra money for attorneys to accomplish what their taxes are supposed to pay for.

See this is where the "don't pay your taxes" is a great idea.  It would be so good if all homeowners could go and tell the city "I'm not paying taxes til you do reassess," or something similar.   It would be great if homeowners would withhold tax payment equivalent to what they have to pay an attorney to grieve their taxes (or if they try to do it themselves then calculate a cost per hour of the time they spend doing it), and include a letter:   Dear City, enclosed is the receipt from the attorney showing I paid $X.00 to get my assessment down, I am withholding this amount from my tax payment because I paid for the assessor to do this as that is the assessor's job to keep assessments in line with market values; so I paid double..."

Unfortunately the city will charge financial penalties if homeowners do that.   Secondly, as most people have taxes escrowed, they have no choice (just try calling your bank and asking them to withhold a partial payment of taxes because you had to pay to grieve your assessment - they WILL laugh at you)

What law is that?  Do you have the Article/Title?

The last time the city did a reassessment was in 2009 to affect the 2010 taxes.

apparently that doesn't matter because they are tacking on FEES......I wonder if this is legal?
if I'm paying a fee do I get a tax refund?

AGAIN....WHAT IS THE VALUE OF TAXES PAID?

And to follow up that one, what is the penalty if they don't do a reassessment?.  There is no teeth to these municipal laws without hurting the tax payers more.

I don't believe there is a penalty, as there is no municipal law that a reassessment is done.

The state requires assessors to keep assessments up to date, or in line with home values but I don't even know if that is written I law.   And I cannot find any law whatsoever that mandates a reassessment every so many years.

And the dem mayor does not want to spend the money on services to the taxpayers to do a reassessment that is sorely needed.   His attitude is the taxpayers can spend money to do it.  After all, he would have to hike taxes more in order to accomplish that and he knows full well that there is going to be a breaking point, I think there already has been as proven by the huge numbers of houses for sale and no one is buying, and then all the abandoned ones and dilapidated houses.  However, McC doesn't see that, he and his cheerleaders think the city is doing wonderful and he is not about to risk losing his millionaire cronies downtown.

The mayor and the dem people on the council don't care one bit the city as a whole, I mean really they ask the fed govement for money to buy and put up STUPID UNNEESSARY fancy lighting instead of money to pave roads in the neighborhoods

Dem or rep....don't matter!

If anyone thinks that nys is going to FORCE a reassessment, when the home values in the COUNTRY are losing value.....then I have a bridge to nowhere to sell ya!!!

the last reassessments were done during the housing bubble.

the government knew what was coming and knew EXACTLY what they were doing!!

They will not do a reassessment in the city for a long long long long time.   This is getting old.

Reason: NYS Municipal Constitutional Debt limit.

Figure out how to reduce the city's debt and then we can talk about a reassessment.
