If the father of the child forcibly removed him from the bus using the same pain compliance technique officer Ryan used and broke the child's arm, I'm pretty sure when the officers showed up to a child with a broken arm, they wouldn't thank the father for unobstructing the governmental administration of busing school children home.  They would arrest him for child abuse-because he's not a trained ape in a costume.

no need for protocol when dealing with this kind of event....

sue to the fullest....money doesn't change things...it happened....

now the RPD has to find out how to "NEGOTIATE"

IF THIS KID HAD BEEN STANDING ON A HIGH BRIDGE....WOULD THEY HAVE PUSHED HIM OFF BECAUSE OF NON-COMPLIANCE???

Christine- you haven't produced any facts about ANYTHING. If you think I'm this DV character- whoever that is- all I can say is I'm flattered. Don't be upset because you get to spend all day and all night on your mommie's computer because you aren't a productive member of society. You'd never be able to walk a mile in my shoes. Oh Dave, neither Christ, nor I (Mike) haven't produced evidence?  You better check these boards.  The EVIDENCDE from assessments rolls and county records of all the 100% tax exemptions given out by dem party to millionaires and billionaires in Schenctady?  The montly mostly reductions in home sales and home sale prices in Schenectady and Schdy Co as compared to all the other counties around here via posting the numbers and sometimes links to the actual reports?  The reductions in the tax base in the county (and to a greater extent the city) by stating that actual numbers from the official final assessment rolls themselves.  Evidence of tax BILLS going up substantially more than the tax "cap" that the dems try to proclaim is a great accomplishment.   And then there are things like this incident with ultra high paid employees with lavish benefits now nd for the rest of their life that do something like this to a kid and---the video is CLEAR EVIDENCE of this, and these are the taxpayer paid employees who are supposed to protect us?

There is a need, a necessity, to stick around here, pay attention to what is goig on, and get the worde out to the people via posting evidence of evert  that is making the city, the town, and the county fail,

How about this one Dave, the EVIDENCE is that GE, a worldwide multibillion dollar company has been granted a 100% exemption form paying property and school taxes.  Do you have even the remotest clue how much the assessment is, how much in lost tax revenue that tallies?  An amount which must then be made up by the financially struggling people in this county (unless the city, town, county, and school districts are going to make drastic cuts)?  Do you have any clue whatsoever?   Are you doubting me about the 100% tax exemption?  Do you need me to post he proof?

And I will agree with anyone that the job of a police officer is dangerous and stressful and MAYBE the police wouldn't do these things if there was adequate staff, but that could require higher taxes and with property owners having to incur the burdens of the lost revenue (due to the 100% tax exemptions given to the rich political cronies of local leaders), we simply cannot afford it.  Obviously (like DV) you are NOT a taxpayer in the town, the city, the county so don't criticize that which you know nothing about.

By the way, Dave, don't think for one minute that any "win" (by the family of this boy in any civil case) is going to come out of the personal private bank accounts of the officers involved, no, it will come from us taxpayers, even if the town may be insured for such things, just remember it's taxpayer fund that pay insurance premiums and premiums rise which claims are filed and substantiated, and that again the cost of increases in insurance premiums comes from the pockets of the taxpayers.






Optimists close their eyes and pretend problems are non existent.  
Better to have open eyes, see the truths, acknowledge the negatives, and
speak up for the people rather than the politicos and their rich cronies.

Ryan, was there another officer w the same name involved in an incident with a car near Becker Crossing and ElDorado Estates a few years back? Anyone recall? I am not saying it is him but the name rings a bell from past coverage.

Also, this allegation is separate from another allegation of an adult woman in HB that made papers so that is two allegations in a few months.

I agree with Henry.  I too watched the video more than a few times to see if I "missed" anything. The way that kids arm was yanked up at that VERY
unnatural angle it just had to break. The cop should had to have known that, anyone in their right mind would.

Rotterdam officer suspended after off-duty crash

ROTTERDAM — A veteran Rotterdam police officer was suspended without pay for more than two weeks after he crashed his 2008 Honda into two
parked cars while off duty and then left the scene of the accident earlier this month, sources said.

Sources confirmed Sgt. Daniel Ryan, 38, received a 15-day suspension without pay after being cited for the traffic infractions of moving from a lane
“unsafely” and leaving the scene of a property damage accident along Country Walk Road at 2:23 a.m. on Sunday, Aug. 9.

The suspension took effect immediately following the crash, which investigators estimated caused more than $1,000 worth of repairs to the cars,
according to the sources.

Two tickets provided by the Rotterdam Town Court confirm Ryan was cited with both violation-level offenses. He was cited by fellow Officer Michael
Grant and scheduled to appear in court later today.

Deputy Chief William Manikas said police were first alerted to the case after receiving a call about the accident.

Upon further investigation, they determined Ryan’s vehicle was responsible for the crash and he had left the scene of the accident.

“We found that two vehicles had been struck and a third was nowhere to be found at the scene,” he said Wednesday.

Ryan last worked for the Police Department between 3 and 11 p.m. on Aug. 7, two days prior to the crash. Manikas confirmed Ryan has not returned to duty.

“He is not working and has not worked since the day of the incident,” he said.

Manikas said his department waged an aggressive investigation — both criminal and internal — into the case in conjunction with the Schenectady County District Attorney’s Office.

But after numerous interviews, they determined there were no more criminal charges that could be lodged against Ryan.

“They did do a pretty exhaustive investigation,” said Michael Tiffany, the assistant district attorney investigating the case. “But looking at what they
had, there wasn’t enough evidence to support a [driving while intoxicated] charge or any other charge.”

Ryan’s residence on Shardon Court is located about a half-mile from the accident scene.

It was unclear how investigators tracked down Ryan’s vehicle and authorities declined to elaborate on the series of events that led up to his receiving
the citations.

Ryan could not be reached for comment Wednesday. Rotterdam Police Benevolent Association President Rich Dunsmore declined to comment on the
case.

“Our interest is to protect our members and the confidentiality of their records, so we won’t have any comment on the case,” he said.

Likewise, Manikas declined to discuss any punishment Ryan may face. He said the department is unable to comment on personnel matters.

Ryan is a 14-year veteran of Rotterdam’s police force. Manikas said Ryan’s record with the department was clean prior to the accident.

Leaving the scene of a property damage accident is punishable by a fine of up to $250 or a sentence of imprisonment for up to 15 days or both,
according to the state’s Vehicle and Traffic Law.

Rotterdam police too rough with boy on bus



Injury to a teenager Rotterdam police were attempting to escort off a special needs school bus probably could have avoided if the situation had been handled differently [Feb. 2 Gazette]. It was noted that the police were aware that this was a special needs boy who suffered from emotional disabilities and was having a “mental incident.”
   I viewed the video several times as the incident played out on television. As the two policemen were attempting to escort the teenager off the bus, it showed the policeman on the left put his left arm over the teenager’s arm and yanked the teenager’s arm straight up behind his back — almost reaching his neck. The policeman on the right can be heard telling the other officer that he had broken the teenager’s arm, and you can actually hear the arm break.
   The policemen stated that they were attempting to handcuff the teenager. If this is so, why was the teenager’s arm twisted well up his back with the policeman using his left arm as leverage in a way that caused further injury?
   It is worrisome to read Rotterdam Police Chief Jim Hamilton quoted as saying that the officers followed department protocol and procedures.
