B. Penalties. Any person, firm or corporation who shall fail to comply with a written order of the Town Engineer, Chief Operator of Water, the Town Building Inspector/Code Enforcement Officer or the designee of any one of them within the time fixed for compliance therewith and any person, firm or corporation who shall violate any of the applicable provisions of this chapter shall be guilty of a violation which shall be punishable by a fine of $500. Each day that a violation continues shall be deemed a separate offense.

so because the town, over the past generation, during the GE boon time, SQUANDERED the $$ out in trunks of cars, lack of contract oversight(or maybe the wrong oversight), the town has allowed it's 'buddies' to build and build and build and hire and hire and hire all at the expense of the town's infrastructure?
