TOWN OF ROTTERDAM INDUSTRIAL DEVELOPMENT AGENCY Board Meeting Minutes August 26, 2010 Agency Members: Robert Mallozzi, Brian McGarry, Delores Doriguzzi, John Kochem, Joseph Mastroianni, Richard Leet, and Frank Natalie Members Absent: None Others: Connie Cahill (Agency Counsel), Ray Gillen, Jayme Lahut, Lisa Gallo, and an audience of two Public Hearings: Columbia Altamont, LLC Project (Capitol Plaza Redevelopment) — Mr. Mallozzi opened the public hearing at 6:00 p.m. The hearing was properly and duly noticed in the Daily Gazette and Albany Times Union newspapers. John McAuliffe, 201 Dolan Drive, spoke in support of redeveloping the site with a Recovery Room Sports Grill and bank. No other written or oral comments were received. Mr. Mallozzi called the monthly meeting to order at 6:05 p.m.
1. Approval of Minutes — There were minor changes to the minutes and Mr. Natalie moved acceptance of the August 12, 2010 meeting minutes as amended; seconded by Ms. Doriguzzi. The minutes were approved. 2. Columbia Altamont, LLC Project (Capitol Plaza Redevelopment): Resolution 113-10 — Final Approving Resolution and Approve Berkshire Bank Financing The resolution authorized providing financial assistance in the form of exemptions from sales taxes, mortgage recording taxes and a PILOT agreement to Columbia Altamont, LLC, for the construction of a Recovery Room Sports Grill and a bank branch at the corner of Curry Road and Altamont Avenues. Resolution 113-10 also consents to a $4 million mortgage from Berkshire Bank acting as the project’s lead lender. The Agency previously approved a $60,000 grant and a limited sales tax exemption. Mr. Natalie moved Resolution 113-10; seconded by Mr. Leet. Discussion followed about the benefits being made available in support of the project. Resolution 113-10 was approved with six ayes and one no (Mr. McGarry).
3. Uptown Beverage Corp. Project: Resolution 114-10 — Make a $5,000 Facade Grant The total documented cost for exterior improvements and lighting for Uptown Beverages located at 1866 Altamont Avenue totaled $11,600. The owner is eligible for $5,000 reimbursement via the Agency’s façade program. Mr. McGarry moved to approve Resolution 114-10; seconded by Mr. Natalie. 4. Thomas E. DeLorenzo d/b/a/ Rotterdam Enterprises: Resolution 115-10 — Make a Façade Grant Connie Cahill expressed concerns about making a funding award towards a residential project located in a non-commercial neighborhood, which the IDA statute generally prohibits. Although there are exceptions, she believes this project needs to be examined more closely before proceeding. Mr. Natalie moved to table Resolution 115-10; seconded by Mr. Kochem. Following brief discussion, Resolution 115-10 was tabled unanimously.
5. Committee Reports— Mr. McGarry discussed the Governance’s Committee meeting held on August 23 that reviewed the draft Corrective Action Plan that needs to be submitted to the Office of the State Comptroller in response to the performance audit. The draft CAP was distributed to the members. Following discussion, Mr. McGarry made a motion that authorizing the Chair of the Agency and/or his designee to take all actions necessary to finalize the CAP and submit the CAP to OSC within 90 days of the OSC Report; seconded by Mr. Kochem. The motion was approved unanimously.
6. Other Business — Ray Gillen provided updates on the Curry Road Plaza including recent discussions with Golub Corporation, the Phase 2 investigation underway by CT Male, and prospects for redevelopment.
7. Adjournment — Mr. Kochem moved to adjourn the meeting; seconded by Mr. Natalie. The meeting adjourned at 7:00 p.m. Respectfully submitted by Jayme B. Lahut

Feb. 2008 Minutes SI PILOT: Public Hearing – SI Group, Inc. Project The following statements were made to the IDA Board: Tom Tice – balance of jobs vs. tax benefits and fair evaluation assessment for businesses as well in the Town. Questioned if SI’s financial situation has been analyzed in order to know it PILOT is necessary to keep the business in the Town. Bob Godlewski – All industry is struggling but so are taxpayers and their needs need to be taken into consideration. Important to consider benefit to SI and would like to see graph of revenues and expenditures over a 15 year period. Questioned if Town Assessor was given necessary information and suggested Assessor be involved in the decision making process. He suggested that hearing be kept open due to inclement weather, and also questioned if Empire Zones were an alternative for the SI.

Mr. McGarry was complicit in an attempt to end ALL development and growth -- thus sending our taxes into an ever - increasing inflationary spiral. Mr. DelGallo was the man following behind in his turnip cart while Mr. Godlewski whipped his mules ( the NNTP) on to a fever pitch -- all the while the Rotterdam citizenry ran off a cliff...... Mr. McGarry should be ashamed of himself. I can't say what I think Mr. Godlewski should do but if he had a shred of self- respect he would leave the county and state IMMEDIATELY.. and take Mr. Cooke and Mr. DelGallo WITH HIM.
