The State Legislature and the Governor in its "collective wisdom" passed a new tax on rich people, a tax cut for everyone else, didn't cut spending  --- didn't really address the actual problem --- and then retired to the backroom for cigars and adult beverages ... slapping each other on the back and smiling .... and telling us what a great job they did for us.

Most New Yorkers haven't noticed they were screwed YET --- because they threw in that "tax cut" as a lubricant.

An intelligent person would have read the WHOLE statement --- and understood the context -- and understood the message.   An unintelligent person and someone who just wants to launch a personal attack -- would just blurt out the first inane and hate-filled thought that crossed his/her mind.

I've lived in NYS my whole life...This most recent screwing by our legislators is nothing new....I think our legislature was rank #1 for most dysfunctional in the Union.  I can't have a real debate with people that think spending federal and state grants isn't spending money because since is was already "budgeted" it doesn't add to the debt the ALL OF US will eventually have to pay for.  People are living in some paralell world of economics, where economic law doesn't apply.

A tax cut would be a good thing -- no matter which party sponsored it -- IF the state was NOT facing a huge gap between its revenues and spending.

No effort was made to cut state spending --- so how can the state afford this tax cut?

Actually -- you are misunderstanding the whole way that federal and state grant monies are budgeted.

When a town applies for a federal or state grant ---- that grant was ALREADY FUNDED by an Appropriations/Budget Bill which was approved by the legislative branch and signed by the executive branch.   THUS the money for the grant has ALREADY BEEN SPENT   (and by extension -- the people have ALREADY paid the tax to provide the $$ to fund the grant)    

If the Town of Rotterdam doesn't apply for the state or federal grant ..  then ANOTHER municipality will apply for and receive the grant ---   so NOT APPLYING for the grant  will NOT reduce federal or state spending  nor will it lower taxes paid.

Those are the FACTS --- deal with it.

The act of applying for the grant perpetuates the state budgeting monies for grants.  Grants often fund the start up cost for a local government program or expands an existing local program that the residents end up paying for after the grant money dries up.

Grant money is granting money to local municipalities that was created out of state or federal debt.
