What's wrong with living rent free?  And what about a cop doing it?  Hey, don't have the businesses in the City of Schenectady live rent-free?  And Proctors, the ultimate rent-free (or actually, more to the point of rent-CHARGING considering they get money from the County instead of giving it like everybody else) establishment?  Maybe the cop can get a job part-time from Morris while he's on the clock with the Police Department.  I don't know, maybe an employee in the parking lot or selling snacks (definitely not popcorn, though...).
