I suppose one could FOIL the policy/procedure from the DA's office regarding disclosing personally identifiable info to the public?

Here's what you would get back-no records found. Like the REMS fill ups? And then oops we found something. So predictable, so Schenectady.

     Let the DEMS proceed-long record of mean comments, contempt for the oppressed taxpayers, refusal to listen to anyone. The contrast could not be clearer. You will finally have a choice. Had enough-YET?

Article XVI under Progressive Discipline it does state:

"However, it is understood that certain violations (e.g.,...misconduct) may warrant immediate suspension and/or discharge. The Employer shall apply  formal discipline only for just cause."

Disclosing privy information to the general public regarding an individual (and having it recorded no less AND telling a reporter you have this information), should give the 'just cause' necessary for some disciplinary action.

Ah, it is awkward.   True, things are written confusing to allow for loopholes.

Outside of the HIPPA stuff, I wonder then, is McCarthy the county spokesperson for the DA's office?   Because since he obviously knows the guy from his work in the DA's office, what is the county's policy on a rank and file person to speak without the authority of either the DA or a public information office within the county.

The TU says McCarthy stated he was trying to "warn the audience."   I highly doubt that McCarthy obtained approval from the county to make that statement at the council meeting.

MC1  Maybe to clarify things a little McCarthy used the term "alert"  I know I heard Al Rooney on AM1300 use the term crazy.

The following was said by the reporter Lauren Stanforth, Staff writer of the TU which is just as ignorant as McCarthy saying to alert the audience. She says:

She is was wrong too as was McCarthy in STIGMA producing.  Leaving the impression that to speak one's opinion maybe expressed it with emotion is a sign of being less than, not to be taken seriously.  As citizens of Schenectady there sure are all kinds issues to address that show total frustration and expression of emotion.

Check out this website get.  Ididntdoit posted it a while back. It is well written, just one line snippets that doesn't take but a moment to read. http://www.narpa.org/to_be_a_Mental_Patient.htm  This is a peak into the world of someone living with mental health issues.  The line referring to how if you have mental health issues your opinions don't matter has been proven out by McCarthy.

Al Rooney on 1300AM referred to the comments by McCarthy that the citizen was "crazy" which I am not so sure McCarthy actually called the person "crazy".  Rooney did something similar to what McCarthy did at the CC meeting but not exactly but it has STIGMA attached to it.  

As much as Mr. Rooney did so much to alert the public and I do appreciate it, he kept referring to the term crazy, he stepped into it too probably never realizing it.  The difference being as weird as this sounds he did it in a " positive" way, to express the extremes that people identify mental health issues, used it to get listener's attention whereas there is no doubt in anyone's mind McCarthy did it to to be slanderous .

These are just three examples of how quickly STIGMA grows and is perpetuated. It is sad.

Those that have read my posts both on the old Port 80 and Schenectadyny Info, Schenectady Informer and here covering near 10 years of posting I have never asked someone to help out with something off the forums but I am now.

If you have the time and can, please come to the Monday night meeting and present at the Privilege of the Floor. You don't have to say much.
  

Point out how out of line McCarthy was with his slanderous statement.  Because it was slanderous. It was STIGMA producing. which can be defined as "a mark of disgrace or infamy; a stain or reproach, as on one's reputation" a "malicious, false, and defamatory statement or report". From Dictionary.com.  We don't know if this man has mental health issues or not it doesn't matter.

Now on to the political side of things...  Mr. McCarthy will go to any lengths to shut down a citizen from expressing their views about city issues.  Just imagine what McCarthy could do with information gathered from the DA's office while in the position as Acting Mayor or even God forbid he were to become Mayor?  The ramifications are sobering.

Cronyism is partiality to long-standing friends, especially by appointing them to positions of authority, regardless of their qualifications. Hence, cronyism is contrary in practice and principle to meritocracy.

I was never appointed to any position by Mr. McCarthy nor anyone else who holds public office in the City of Schenectady.

A "buddy" is a friend or a partner.

I am not a partner with Mr. McCarthy nor anyone who holds public office in the City of Schenectady.  I  have had  no more than 2 or 3 brief social encounters with Mr. McCarthy in any given year.   A few brief words at a County Committee meeting or at the County Committee's Annual Dinner or its Saint Patrick's Day event.

I believe Mr. McCarthy to be a hard working member of the Democratic committee and a hard working public servant.    

Finally, I have made no commitments to any of the possible Democratic candidates for Mayor in the city.  My focus this year is entirely on the races in Rotterdam and County Leg District #4.
