It's given by FEMA and DHS - and since I don't see any other sources of income for FEMA/DHS - I'd have to guess, YES.

If they knew that these grants were available, why then did they seek the creation of a tax district? Wasn't the local funding supposed to be for ambulances and equipment?
Which sort of gives them a bit of an unfair advantage over any other bidder at this point .. new equipment.
According to MT's first post, REMS was only 1 of 47 grants awarded in NYS. They were lucky they got it, and likely would not receive another for quites some time based on the competitive nature of the process. They may have a current advantage, but probably not in the long run.
It is also interesting that they were debt ridden and couldn't sustain themselves, but now the monthly stipend has stopped and they're doing great! Makes you wonder why this didn't occur years ago . . .

This grant money was promised a long time ago after 9/11.....I asked and asked and asked where that money was.....the police were also promised grant money and I asked where that went also.....
the grant money was ALWAYS coming.....it's like a department(private/public) who presents a higher budget so that next years planning will come in higher than the current one.....'use it or lose it'......if we look back on the forum we have had a discussion about this before.....

ALBANY – Congressman Paul Tonko announced today that the federal government has awarded grants totaling nearly $235,000 to three agencies in the 21st Congressional District through the Department of Homeland Security’s Assistance to Firefighters Grants Program. Rotterdam Emergency Medical Services, the Central Bridge Fire District, and the Oppenheim Volunteer Fire Company will be receiving grants which will help them enhance services to residents and improve safety for first responders.
“These Assistance to Firefighters Grants are essential in helping departments provide the equipment and training necessary to protect the public,” said Congressman Tonko. “They have taken on added importance during this economic slowdown, providing much needed dollars for departments which are struggling with budget issues. Congratulations to these departments on their awards.”
Here are the details on the awards:
• Rotterdam Emergency Services: $118,215 to purchase two new ambulances. • The Central Bridge Fire District: $78,232 to make safety upgrades to their fire station, including a sprinkler system, commercial fire alarm, and diesel exhaust extraction system. • The Oppenheim Volunteer Fire Company -- $38,000 for operations and safety.
The Assistance to Firefighters Grants program was created in 2001 to help firefighters and emergency medical organizations purchase critically needed equipment, protective gear, emergency vehicles, training and other resources necessary to protect the public and first responders. It is administered by the Federal Emergency Management Agency and the Department of Homeland Security. The program requires that each department provide a match of between 5% to 10% of the total project cost.

So, the cost is $131,350. They'll get $118,215.00 from the taxpayer fund towards this, meaning they need to come up with $13,135. Where will this come from?
Rumor has it, they submitted an inflated cost to the program, including options they won't order, reducing the total amount of the purchase price, bringing their net out of pocket to $0. That's strictly a rumor, but I heard it from two people tonight.
