technically -- if the Town Board changes the zoning .. it is not an "illegal zone change"

technically if a zone is changed for a particular parcel that does not fit zoning of a small area of land for a use that is not in harmony with the normal zoning plan for the area, especially if a small area is rezoned in a way that does not conform with the surrounding neighborhood, such as the case with Amedore it is an illegal zone change and would be overturned if brought to court

constructive idea to improve the town :

buy the old V-Stream complex --- make some minor improvements ---
move the town hall, justice court, police department, and highway  department to that site

move the senior center and  boys & girls clubs into the current town hall

sell the  police department/justice court building, senior center building, highway department building,
and boys & girls club site  ... putting those properties back on the property tax rolls

I agree with most of this, however, the only thing that I could see as a possible issue is that by moving the police to this same location, it could affect the response time of the police (the only ones that would have a response time in your list) to people of Rotterdam Junction and Pattersonville, the same issue I had when they mentioned moving it to Capitol Plaza.  The issue would come when the police need to respond, but would be stopped by a train on Burdeck Street, unless they're expected to go all the way out to Putnam Road and deal with those hills to come down and go to the  Junction.

The police don't sit at the police station and wait for calls to come in. They are out patrolling and answering calls. (that's what they are suppose to be doing any way)
So it really doesn't matter where the station is located.

Oh Good - so the Pilot truck center, Dunkin Donuts and Hannaford parking lot are well patrolled
