He will also be on the Joe Gallagher Show tomorrow (Sunday) on WGY morning at 9:15. The author of “The History of the Snowman” will be speaking at the central branch of the Schenectady County Library at 1 p.m. Sunday.     Eckstein, a cartoonist for The New Yorker, will give a presentation about his work and then conduct a book signing. He achieved local acclaim last year with his blog, www.historyofthesnowman. com, which featured a whimsical monthly contest for the best snowman.     The Great Snowman of Rotterdam, a nearly 12-foot behemoth, won the contest in February. The snowman tallied 874 votes.
