This is the link to the NYS Board of Elections site and a PDF with the scanned copy of a resolution for update of the NYS Constitution. From what I understand of this from a quick read, for someone who served in a time of war, they will be given a bonus of 5 points on a new posting or 2 1/2 points on a posting for a promotion.
Also, for anyone who was disabled from their service for the country, they will be given 10 points on a new posting, 5 points on a promotion (although this is a 1 time extra).
