Deposit law might get people off their butts

    While we are heaping additional taxes on cigarettes, I would like to make a suggestion. I think we need to collect a five-cent-a-butt deposit on each cigarette. When the buyer, or anyone else, returns the butt, he/she gets their five cents back.
    I clean up a short section along Route 50 in East Glenville and the deposit idea came to me when I was looking at how many cigarette butts had accumulated since the last time I’d picked them up the week before. Apparently the antilittering messages have not worked. The deposit idea seems to keep the number of deposit bottles to an absolute minimum, while cardboard soda cups, fast-food bags and cigarette butts appear daily.
If the purchaser pays the deposit and continues to toss the butts on the side of the road, there would be an incentive for someone else to pick them up. Scouts could have butt and bottle drives. When people dump an ashtray in a parking lot, it would create an opportunity for someone else.
If only the butts didn’t smell so bad.
