A city of Schenectady man faces five felonies, accused of stealing phones and other items from stores in the Rotterdam Square mall, police said. Police charged Leon I. Banks, 40, of 13 State St., with four counts of burglary Friday and one count of grand larceny. He is accused of taking cellphones and other electronic devices worth $5,000 from AT&T and Sprint kiosks in the mall on Tuesday and Wednesday. Store surveillance allegedly recorded Banks breaking into the kiosks, police said. Banks is in Schenectady County Jail without bail.

SCHENECTADY — Two city women accused of following an elderly woman to her Rotterdam home last year and beating and robbing her have agreed to a plea deal. Dominique Lucas, 21, and Tiffany Tolliver, 20, admitted in Schenectady County Court this afternoon that they attacked the 88-year-old woman Sept. 8 after following her home from a store. Each agreed to plead guilty to one felony count of first-degree robbery, with Tolliver to be sentenced to 18 years in prison and Lucas to 16 years. The women admitted in court that they targeted the woman as she shopped at Ocean State Job Lot in Crosstown Plaza. They said they followed the woman back to Victoria Court Apartments off Fort Hunter Road, then jumped her from behind, beat her and made off with her purse. Tolliver admitted to throwing a cup of bleach in the woman's face during the attack. Lucas was eight months' pregnant at the time of the attack, while Tolliver left her two-week-old child in the car and her 17-month-old child home alone during the attack. The elderly woman suffered multiple cuts and bruises to her face and torso and was hospitalized overnight. Police arrested the two after they found the car they were driving at the time of the attack parked at Hannaford Plaza, while they were shopping at A.J. Wright with the elderly woman's credit cards. The two were arrested after purchasing about $450 worth of clothing.

ROTTERDAM -- A police sergeant and two patrol officers have been cleared by the department of wrongdoing stemming from an altercation last month with a woman who said she was roughed up when she tried to come to her son's defense. But Fred Clark of the Schenectady chapter of the NAACP said Tuesday he has little confidence in the department's ability to police itself, and has requested the FBI office in Albany to get involved in the case that began with the arrest of Kenneth West Jr.
The Schenectady man was pulled over by Officer Jeffrey Amoroso the night of Valentine's Day for allegedly running a stop sign at the intersection of Greenpoint Avenue and Rabbetoy Street -- a block from his parents' home, Deputy Chief William Manikas said. West, 23, became obstinate and tried to get out of his pickup truck despite repeated warnings by the officers for him to stay inside the vehicle, said Manikas in discussing the findings of the internal probe that wrapped up Monday. At the same time, West's relatives arrived on the scene and, according to police, added to the commotion by attempting to intervene. Amoroso called for backup, and when Officer Vincent West and Sgt. Robert Denny arrived most of the West family backed off. Kenneth West's mother, Lisa West, continued screaming at the police officers, Manikas said. Officers West and Amoroso managed to get Kenneth West Jr. out of the vehicle and on the ground, but were still struggling to handcuff him when Lisa West came toward them, Manikas said. "Initially he (Denny) was motioning and then physically pushed her in the shoulder," said Manikas. After arresting Kenneth West Jr., the officers got into their police cruisers and drove away, Manikas said. In her complaint filed with the civil rights group, Lisa West said Denny "lost control" and "grabbed me by the throat and walked me back and then started hitting me in the chest and shoulders, most in the chest, eight to eleven times." She also alleges Denny called the West kids delinquents before hauling away Kenneth West without reading him his rights. Kenneth West Jr. offers a similar version in his complaint with the NAACP. He is scheduled to appear in Rotterdam Town Court on Thursday where he faces charges of running a stop sign, obstructing governmental administration, resisting arrest and disorderly conduct. Manikas said that as part of the internal probe, the department talked with four witnesses in addition to the officers and the Wests. He and Lt. Jason Murphy also met with the Wests and Clark last Tuesday. "The officers did exactly what they were trained to do and it was consistent with the policy and procedures or using reasonable force," Manikas said, again citing the findings of the internal probe. Manikas said one of the officers in his written report admitted cursing during the encounter, a violation of department rules, for which he will be disciplined. Police seek suspect in Dunkin' Donuts robbery First published: Sunday, June 1, 2008
SCHENECTADY -- Police departments in the eastern part of the county were searching Saturday night for a man suspected of robbing a Dunkin' Donuts store.
According to Lt. Brian Kilcullen, the suspect entered the store at 1200 State St. at about 9:46 p.m., displayed a gun in his pocket and demanded money. The clerk complied, handing over an undetermined amount of cash from the store's register before the suspect fled toward Albany Street. No one was injured, Kilcullen said. The suspect was described as a white man in his 20s wearing a blue bandana over his face, jean shorts and a brown shirt. That description matches a suspect Rotterdam police were searching for in connection with an attempted robbery earlier of a convenience store on Altamont Avenue, according to police radio bulletins. No one was immediately arrested.

Surveillance paid off Tuesday morning with the arrest of two suspects in a string of burglaries police in Schenectady and Rotterdam had been investigating over the past month. Police made the arrests just after 1 a.m. when they spotted two men on bicycles on Helderberg Avenue. Police had already focused on suspects. The men were taken back to the station and questioned. One admitted involvement and the other implicated himself, police said. Arrested were Jamie Velez, 43, of Howard Street, Schenectady, and Carlos Roman, 24, no address available. Roman allegedly admitted to numerous burglaries with Velez and implicated Velez in other breakins. Velez also implicated himself in three Rotterdam burglaries, police said. The two had been out early Tuesday, intent on committing more break-ins, but got turned back by overnight rain, Roman allegedly told police. They were heading home when police caught up with them. Police were out waiting for them, after comparing notes with Schenectady Police and mapping the crimes. Additional officers and investigators were assigned to conduct surveillance throughout the town. The men were both charged with a burglary to the 4 Corners Pizza. But they are also suspects in other burglaries and could face more charges later. Velez, police said, has a lengthy criminal history, largely in the Bronx. He has been arrested 36 times, at least 10 of those related to burglaries. Roman has a prior conviction for reckless endangerment, police said. Both Roman and Velez were ordered held without bail.
